- Develop, implement and govern program management standards, dashboards, templates, and metrics
- Build and manage a PMO team that focuses on delivery & execution within schedule and budget
- Manage the program baseline scope, schedule, cost and implement strong controls to manage change to baseline
- Establish the PMO organization structure, hire and manage program staffing requirements to meet program objectives
- Coordinate with Program Managers, PMs, Business Analysts, Developers, Testers, Business Users to generate high-quality program deliverables
- Provide Executive Leadership team with regular progress updates and information needed for assessment and decision making
- Interact with Senior Management team frequently to communicate program risks, issues and drive mitigation actions to resolve those risks and issues in a timely manner
- Strong analytical ability to identify potential risks or issues across the program team and facilitate early mitigation of such issues
- Strong attention to detail skills with respect to program financials, budgeting and cost management
- Coach and mentor project managers for the delivery of their projects on time, within scope and budget, and share knowledge of best practices
- Independently assess any complex situation and provide direction and recommendation to the program team for efficient delivery
- Interact with multiple internal and external stakeholders to complete the necessary review and approval required for timely completion of program deliverables

Role Summary

- Responsible for establishing the program management processes including governance, monitoring, communication, quality controls and reporting for a large program
- Responsible for establishing the PMO team and creating a Center of Excellence in alignment with PMI guidelines, company standards and other industry best practices
- Excellent people management and leadership skills to communicate with Executive Management to provide progress updates
- Responsible for setting high standards, maintaining integrity and transparency across all the program management areas
- Responsible for running the Steering Committee and other Governance forums to provide updates to Executive Management
- Responsible for enabling compliance with standard program processes, tools (Plan view, Archer), policies and standards
- Contribute to improvement and strengthening of program delivery standards and processes
Job
Requirements
Experience (must have)

- 10 or more years experience managing large business critical projects end to end
- Experience managing a large-scale mainframe migration project.
- Past experience leading the PMO or Governance for large projects with strong leadership in strategy, implementation and delegation
- 5 or more years in the insurance industry (Life preferred)
- Past experience specifically managing large scale cross-functional teams, offshore delivery vendors
- Past experience working in both Waterfall and Agile delivery environment in the insurance industry
- Experience in delivering projects under a regulatory environment in the financial services industry

- Demonstrate leadership qualities to establish and manage a high-performance team
- Motivated and self driven to build relationships at the Executive levels within both IS and Business teams
- Strong planning and organization skills with the ability to adapt to changes or unforeseen circumstances + ability to manage budgets and resource capacity
- Strong analytical and problem-solving skills, particularly on challenging, complex and difficult issues to develop solutions
- Strong team building and motivational skills to resolve conflicts and focus on the delivery outcome
- Experienced in hiring and building effective project teams
- Excellent communication skills (verbal, written, presentation)
- Excellent time management skills, goal setting and follow-up
- Good Budget, Cost and Financial management skills
- Thorough understanding of insurance products and insurance operations
- Team player, self-motivated, confident and results-driven
- Proficient in project management tools, templates and project life cycle

Other qualifications

- Master's degree in business administration or related field preferred
- Bachelor's degree or certificate in computer science, software engineering required
- Project Management certification strongly preferred (PMP, Prince2)
- Understanding of Agile & DevOps practices as applied to project management
English Level Fluent (TOEIC 865-)
Japanese Level Business Level(JLPT Level 2 or N2)
