Commissioning is quite simply assuring that mechanical and Electrical systems are installed and function in accordance with design intent. Achieving this assurance is anything but simple. It involves rigorous efforts to exercise M&E systems through their full range of operations in attempts to verify that the systems will perform as intended by the designer and as expected by the owner. Commissioning is the final stage in any quality assurance program; and though it can be an add-on to an already completed project, commissioning provides the best results when it has been integrated into the project from the earliest stages of design.

The Commtech Asia approach ensures the common industry pitfalls are addressed and resolved at an early stage and before they become an issue and therefore results in the delivery of a successfully commissioned project, that has been ‘Proven’ to perform and operate as designed and in accordance with the Clients requirements. This approach consists of the following stages of work: • Provide input to tender documents to sufficiently detail the Testing & Commissioning requirements to ensure the contractors are obligated to perform works to a `code of practice`. • Attend post tender interviews to discuss and agree the individual contractor’s obligations to avoid ‘over-pricing’ of requirement and to obtain final agreement of processes to follow and equipment to supply. • Perform a ‘Commissionability Review’ on the detailed design drawings to ensure systems designed can be effectively commissioned and maintained avoiding costly system modifications during construction and/or post occupation. A rule of thumb cost increase of 1:10:100 highlights the increase in cost of rectification from design stage, through construction stage to post occupation and the associated cost of business downtime. • Produce a coordinated commissioning programme that clearly identifies task durations, resources & interfaces with other trades & contractors. • Produce specifically detailed ‘Factory Test Procedures’ to ensure factory tests are value for money and equipment is thoroughly tested in as close as possible a simulated ‘site installed’ condition thus highlighting any deficiencies in a factory environment that can be modestly accommodated. • Site monitoring of Commissioning process & 100% witnessing of performance & operation ensures accurate ‘unbiased’ information being provided to clients and an assurance of successful Heat Load Test & Integrated Systems Test. • Documented test scripts for Critical System cooling & power Heat Load & Integrated Systems Tests ensures a thorough demonstration to client that they have received what they paid for in a secure & resilient facility.

The Independent Testing and Commissioning industry is in its infancy in Japan and throughout Asia, however, the role of the Commissioning Manager in Europe and United States is common place. In these regions where commissioning and testing is established, associations catering for the testing and commissioning companies and clients using the services exist that have a common goal of maintaining a high level of quality of delivery to the clients and providing education in the form of certification programmes and continuous professional development (CPD) of its active members. Commtech Asia complies with the requirements of these associations including the Commissioning Specialist Association of UK (CSA) and the National Environmental Balancing Bureau (NEBB) of United States. All our staff are encouraged to take an active involvement in pursuing individual certification and those showing the necessary potential will be sent overseas for training programmes and/or certifications.
