仕事内容 A key member of the global HR team, this critical role will provide HR support to our Japan employee population; currently 60+ and growing. This generalist role will require excellent HR knowledge across multiple disciplines and be comfortable working in an international environment as the SME, possessing the ability to provide insights on local HR practice that result in positive business impact

What you will do at Ciena?
As the onsite HR resource, your role will be varied and require you to demonstrate excellent collaboration skills working with an internationally dispersed teams in a matrix ed organisation. You will require strength of character to own and drive the local HR agenda, aligned with business partners and centers of excellence;

HR Connect;
• Provide HR support & consultation; answer queries about HR programs, policies & HR-related topics
• Foster and maintain strong internal relationships with HR & colleagues globally (incl. HR Business Partners, Total Rewards, Learning & Development, Talent Acquisition, Internal Comms, Legal etc)
• Interface with key internal and external partners i.e. Payroll, Legal, Facilities and IT etc. to ensure coordinated on-boarding, separation and other key actions
• Ensure documentation is filed appropriately and is SOX/ISO compliant
• Responsible for Workday support to employees/managers and any Workday actions
• Deliver initiatives to improve the employee experience with HR by identifying and proposing solutions that improve our service delivery model
• Conduct exit interviews, provide feedback to management, and analyse data

Employee Engagement
• Provide support on cultural change programs; leading to increased levels of engagement and productivity
• Support local employee engagement activities related to ESAT results and/ or general employee feedback (as directed by HRBP)
• Coordinate and implement health and well-being activities and programs

Employee Relations;
• Provide support to HRBP and Legal on employee relations issues, cases and programs
• Serve as liaison to company doctor and health services provider to conduct workplace assessment, facilitate monthly Health & Safety Committee meetings, coordinate annual medical check-ups, and conduct annual stress checks to comply with statutory requirements
• Review work hours of all Japan-based employees to comply with work style reform legislation and escalate issues to HRBP accordingly
• Counsel employees concerning work-related problems - working closely with key stakeholders
• Contribute to the formulation of HR Policies and Procedures for Japan
• Responsible for TL9000ISO Audit/EHS Audit/certifications (internal & external)

Total Rewards & Mobility;
• Primary local point of contact for social insurance, health, pension related inquiries
• Support vendor relationships with our partners; including but not limited to our social insurance, health insurance and medical services providers
• Provide Country insight, lead key projects and recommend changes to benefits program that support employee attraction and retention
• Partner with Global Mobility Leader for cross Country moves

Talent Acquisition;
• Collaborate with APJ Regional TA in support of growing hiring demand
• Support graduate recruiting; engaging Universities and assisting with recruiting events
• Recommend and support job promotion & branding opportunities, through referral programs, external partners, advertising sites, career fairs, networking forums, other social media platform etc.
• Evaluate external labour market conditions and internal employee turnover trends in order to recommend changes to the organization's recruitment and adapt existing recruitment activities

Performance Management;
• Coach managers on effective practices; goal setting, ability to deliver constructive feedback & performance improvement plans (PIPs).
• Provide ongoing support to managers; providing performance feedback linked to annual comp & bonus planning program
• Work with relevant HRBPs; Partnering with managers on the documentation and execution of PIPs

Learning & Development;
• Provide input to L&D on country and functional training and development needs
• Support HRBP and L&D on implementation of employee related & management development programs
• Partner with managers on individual development planning as required

• Strong communication skills in Japanese and English (spoken & written)
• Professional in all aspects of position and workplace. Uses discretion and maintains strict confidentiality.
• Good judgement with a proactive “can-do” attitude & ability to question and push back when required.
• Detail oriented and methodical approach
• Has the ability to interface at all levels of a global company, an international outlook and understanding
• Can coordinate and manage multiple changing priorities at once in a dynamic, fast paced environment

Experience
• Proven significant track record in a Human Resource operations support role
• Operational experience of working in a multinational company
• Masters/MBA degree or education/experience equivalent or relevant work experience
• Knowledge of ERP package (People Soft/Oracle/SAP/Workday)
英語能力 ビジネス会話 (TOEIC 735-860)
日本語能力 ネイティヴレベル
年収 日本・円 700万円 〜 1100万円
