仕事内容 The New Zealand Embassy in Tokyo is seeking a locally employed Policy Adviser for a 2 year fixed term to support and enhance New Zealand’s trade access, business and economic interests in Japan.

The Policy Adviser (Primary Industries) is responsible for contributing to New Zealand’s trade and economic interests by supporting the Embassy’s engagement on primary industries trade access issues with government officials, local contacts, the business sector and trade and economic subject matter experts. This includes preparing reports, briefings and other documentation and providing assistance and secretarial support to the Counsellor (Primary Industries) including translation and interpretation. The position also provides back-up support for other members of the Embassy’s policy adviser team, as required.

The position has the following key accountabilities:

Policy Delivery
• In close coordination with diplomatic staff, support and, where appropriate, execute the negotiation and resolution of detainments and other trade access issues as they arise

Policy Advice
• Carry out in-depth research and draft reports on primary industries trade/economic issues for input into the Embassy’s reporting as required
• Proactively seek opportunities to identify key primary industries market access issues of importance to New Zealand and provide updated and targeted reporting on key issues taking into account New Zealand’s strategic priorities and interests

Administration
• Provide personal assistant/secretarial functions for the Counsellor (Primary Industries) and other diplomatic staff as required
• Provide back-up assistance for other members of the Embassy’s policy adviser team as required

Visits and Events
• Organise programmes for senior business and government delegations

Business Outreach
• With manager, develop the Embassy’s programme of primary industries business outreach to support agreed Embassy strategy and objectives
• Manage events and activities to strengthen New Zealand’s relationships with primary industries trade, business and economic stakeholders in Japan, reporting on expenditures and outcomes

Translation/interpretation
• Provide professional quality and timely translations when required
• Carry out interpretation tasks when required during ministerial and senior official visits

Organisational Responsibilities
• Ensure all policies and procedures are adhered to, and Ministry values upheld
• Be aware of and adhere to the Embassy's Health and Safety policies and procedures
• Contribute to Embassy-wide projects and emergency response

Knowledge Management
• Contribute to the continuous development of the Embassy’s knowledge base by using the Embassy’s internal systems, sharing information and data with relevant internal stakeholders

Security
• Be familiar with the Embassy’s Security Instructions and adhere to these at all times.

勤務時間 Monday - Friday 9:00am - 5:30pm except Embassy holidays
応募条件 Applicants with a background in research and analysis skills, event management and networking skills, coupled with strong written and oral communication skills and the ability to build and maintain effective relationships with a wide range of business and other stakeholders, are encouraged to apply. A background or interest in agriculture, fisheries, forestry and food sectors would be an advantage.

Applicants will need to possess a relevant tertiary qualification and 3-4 years relevant work experience as well as strong IT skills, sound judgement, flexibility, initiative and an ability to set priorities. The working language is English but the successful candidate will need to have a professional level of fluency in both spoken and written Japanese.

Applicants should have the following qualifications, skills and experience:

• Relevant tertiary qualification and work experience
• Sound knowledge of New Zealand and Japan, their relations, and their respective policy settings and political, economic, social and cultural environments. Work/study/living experience in both countries desirable
• Successful experience in dealing with a range of administrative office procedures and project management
• Ability to think critically and analytically
• Strong research and information data analysis skills
• Excellent written, oral and communication skills in both English and Japanese
• High level of competence with the Microsoft Office suite
• Demonstrated ability to contribute to and work as part of a team
• Demonstrated ability to build and maintain effective relationships
• Well-developed planning and organisational skills, including ability to prioritise tasks effectively and work under pressure
• Strong customer focus, with the ability to communicate effectively with a range of people
• Possess a strong achievement/delivery focus – set high standards including accuracy and attention to detail
• Ability to work autonomously and within guidelines, demonstrating the use of sound judgement
• Ability to anticipate issues and problems and think of creative and effective solutions
• Demonstrated commitment to continuous improvement, including adaptability and openness to change
• Display personal integrity and an honest and ethical approach
• Hold a current, clean driver licence and be able to drive Embassy vehicles (as required) safely in local conditions
